Difficulty: Beginner
Materials:
I had a bunch of dog bed fluff lying around after one of my dogs decided to evicerate her bed. So I decided to use that and some cotton balls to make some floating island bases for some of my paper maché rock formations.

Steps:
This tutorial is for the cloud bases. To read how to make the island structures, checkout this tutorial!
1) The interior of these bases are a hodge podge of various items I had lying around. The important elements are to have a sturdy base that has some weight to it. An egg carton makes a fantastic base start that you can either leave as is and cover in cotton balls for a low resting island or glue popsicle sticks or toothpicks to to elevate the design. Either way, make sure to glue your weights to the base so when you put minis up top, the whole structure doesn't tip over.
2) When constructing vertical supports, add in lateral support in a lattice so the whole structure keeps its shape. I used criss crossing toothpicks and popsicle sticks for this.
3) Using the base of the island as a template, determine the heights needed for each support. Position trios of support tips around the bottom points as needed to cradle the paper maché structure. Use beads of hot glue to create "stops" to hold the ends of the islands inside these cradles.

4) Once your base is formed and can support the island, cover the whole structure in cotton ball fluff. Stuffing also works well for this.
5) If you want to have your islands be permanent for added security, go ahead and hot glue them to their cloud bases.
